Richland County report reveals apparent mental health concerns with woman who drove into Broad River

COLUMBIA, S.C. (WIS) - A woman who died after driving her car into a river on Wednesday afternoon had interacted with law enforcement earlier that day, according to an incident report.

That incident report, obtained by WIS News 10 Thursday, is providing key new details about what led to the Tierra Hamer's death.

A 911 call placed from Hamer's apartment Wednesday said that Hamer and her sister accused a man, whose name was redacted from the report, of damaging her Nissan.

When deputies first responded to Hamer's apartment on Wednesday, they did not make any arrests. The RCSD incident report said Hamer then became "irate" and stated she was going to harm herself.

After saying this, she was approached by deputies, and Hamer tells them she is okay and drives off, the incident report said.

Then, Hamer drives off and deputies chase after her. A supervisor told deputies that they should stop chasing her, according to the incident report.

Soon after the chase ended, a second call was made to law enforcement from Longcreek Drive, according to the incident report, where Hamer's ex-boyfriend said he was hit by Hamer with her car.

However, Hamer's family said all the chaos happened as Hamer was trying to escape from the man, who Hamer's mother described as her ex-boyfriend.

That's when the Richland County Sheriff's deputies return to the Longcreek Drive, and they pursue Hamer's car, an incident report said. Hamer drives off Omarest Drive, which ends in the Broad River.

A news release from the sheriff's department said after about an hour and a half, the sheriff's department's dive team found her body in the water. Hamer was declared dead at the scene.

One woman, who heard much of the yelling Wednesday at the apartment complex, believes what happened could have been prevented.

"She was upset because they couldn't do anything," said Helen Dow, a witness. "She said, 'Why can't you get him? He's going to hurt me.'"

All the information about what happened at the apartment complex earlier in the day was not released by the Richland County Sheriff's Department Wednesday.

News crews saw Hamer had a broken window and damage to her door when visiting the apartment complex on Thursday.
