"It's not the best neighborhood in town," said Monday Jones, who lives nearby.
Jones said that while she was sad to hear about the shooting, she wasn't necessarily surprised.
"I just heard two gunshots two weeks ago when I was sitting out on my front porch," Jones said. "We probably hear them at least monthly."
Jones said she tries to avoid going to the Plaid Pantry after dark, and said she worries when her children have to make a quick stop at the convenience store during the day.
"I don't like my children crossing the street without me over to the Plaid Pantry," Jones said. "I barely let them go by themselves just for this reason."
Jones also works near the Plaid Pantry. She said the neighborhood has been on the decline for years.
"It definitely has gotten worse since the pandemic," she said.
FOX 12 has reached out to the Portland Police Bureau for more information on the shooting but we have not yet received a response.
