Logan County's Board of Commissioners approved an agreement with Government Software Assurance Corp. of Winter Park, Fla., Tuesday morning for a five-year service contract to provide software services to the Logan County Assessor's Office.
Assessor Peggy Michaels found out in early September that hers is the only Colorado assessor's office still with Computer Information Concepts of Greeley; all other assessors have gone with GSA because they believe CIC won't support the assessor software much longer. In fact, Michaels told the commissioners in a Sept. 10 work session there were fears CIC would abandon Colorado altogether because of the number of clients they'd lost.
CIC bills itself as focusing on municipal and county software needs, but Logan County officials, including Michaels, have complained that the company provides no real support.
Michaels' task is made even more difficult because 2025 is a "revalue" year, when county assessors adjust their assessments based on real-world property values in the county. Once that is done, Michaels said, her office can go ahead with the conversion. At the same time, all county offices are struggling to meet new mandates from the Colorado Legislature about their public-facing web sites. Michaels told the commissioners she's working on a spreadsheet to try to pin down how much the new legislation will cost Logan County, but it's tough because "there are so many moving pieces."
The five-year conversion will cost a total of $210,000 and is scheduled to go live in June 2025.
During Tuesday's business meeting the commissioners also approved an application for Subdivision Exemption on behalf of Ellen M. Klinzmann to create a 27.16-acre parcel and a 7.89-acre parcel from a 35.00-acre parcel in an Agriculture (A) zone district, for the purpose of separating an existing residential use on Tract 2 from the adjacent cropland; an application for Subdivision Exemption on behalf of Two Buttes, LLC to create a 3.02-acre parcel from a 61.00-acre parcel in an Agriculture (A) zone district, for use as a residence; and two applications for Conditional Use Permit on behalf of Trailblazer CO2 Pipeline, LLC for the construction and installation of new main line valves on existing Tallgrass pipelines.

The commissioners will meet in business session again on Oct. 15.
